Creating playing fields for fluency will allow language learners to apply the second languages their learning in school out in the real world.  In order to achieve the same functional and proficient level of fluency that so much of the world achieves in English it's essential for American students to develop proficiency locally, in real world environments, to prepare them for a future study abroad experience.  

Having a strong level of functional fluency before studying abroad will deep the students' experience by being able to address to the nuance of their proficiency in a truly immersive environment.
